Harmon breaks silence on ‘BK’s’ appointment
Consultations were held with a few Government Ministers before any ‘Instrument of Appointment’ for the position of Ministerial Advisor was given to persons.
Minister of State, Joseph Harmon today (April, 14) offered this explanation to cabinet for Tiwari’s appointment.
There was much public outcry by shocked government supporters after they received reports of Tiwari’s appointment.
The document which was seen by Capitol News states that following the 2015 general elections there were numerous requests for high level government appointments, particularly from persons in the diaspora, many seeking recognition for their work during the campaign season.
Following those requests, consultations were held in which advice was given by the Minister of Public Security, Khemraj Ramjattan and Minister of Natural Resources, Raphael Trotman and it was agreed that a certificate, “entitled ‘Instrument of Appointment…Ministerial Advisor’ would be issued to the said persons.”
The document showed, thirty-four such certificates were issued on the recommendations of the Leader of the Alliance for Change (AFC), the General Secretary of the People’s National Congress (PNC) and the General Secretary of A Partnership for National Unity (APNU) over the period March to August 2015.
Tiwari was given the appointment based on the recommendation of the General Secretary of APNU, Joseph Harmon.
Minister Harmon also states in the document that he was advised by President David Granger that he was not aware of the issuance of the said certificate to Mr. Brian Tiwari.
Harmon was later informed of the President’s displeasure after learning that Tiwari was one such appointee, which followed his decision to revoke the businessman’s position. Harmon reportedly supported that decision.
