APNU Shadow Finance Minister Carl Greenidge believes Parliament still has the power to amend the 2013 budget – 28th Mar 2013

carl greenidgeShadow Finance Minister, Carl Greenidge, feels that the opposition is in no way constrained in amending aspects of the 2013 National Budget.

Last year, the opposition used its majority in the House and reduced the funding of several budgeted agencies.

The Government moved to court and Chief Justice, Ian Chang ruled, that the Parliament could only approve the budget in its entirety or disapprove the budget. Greenidge said he is dissatisfied with the ruling, but noted that they are other avenues in the judicial system, where the judge’s ruling can be challenged. He said in his view, the Parliament enjoys the same powers as last year.

The former Finance Minister said, the basis of a democracy is that the majority view prevails.

Finance Minister, Dr. Ashni Singh rolled out his 2013 National Budget on Monday last, but the opposition is saying that the budget once again, fails to address the needs of the working class.
