The Guyana Government continues to maintain, that it has a right to do with the Lotto funds, what it has been doing all along; depositing the percentage it gets from the Guyana Lottery Company into an account it calls the Guyana Development Fund, after spending on various projects including one called, the President Youth Voice Initiative. This move was challenged in the courts in 2010 by then WPA Parliamentarian, Desmond Trotman, who claimed among other things, that the move was illegal and that there was no parliamentary oversight of the spending.
Last week, Justice Diana Insanally, struck out the case essentially on matters of procedure, one of which looks at whether or not Trotman had legal status to bring such an issue to the court.
Dealing with the issue Attorney-At-Law, Basil Williams, who is an APNU member of Parliament, says, that he still holds the view that the money should go to the Consolidated Fund.
Attorney-At-Law Christopher Ram is one of the Lawyers representing Trotman on the issue and in a letter to the press said, the Judgement is still being studied and is expected to be appealed.
Former Auditor, General Anand Goolsarran, had been calling for years for the money to find its way into the Consolidated Fund. Since the start of the lottery, over $6 Billion dollars have been handed over to the Guyana Government.
