The award of the contract and the issues of procurement, remain a matter between the Government of Guyana and the firms involved. This is according to Indian High Commissioner to Guyana, His Excellency, Puran Mal Meena. The High Commissioner was asked whether or not his government will ask for a relook at the award of the contract, to build a specialty hospital. That contract was awarded to Surendra Engineering, of India.
The High Commissioner said, with any contract, his Government will not get into the issue of checking bids submitted and will have to trust the procedures of the Government of Guyana . His Government he says, will however be following such projects closely to ensure that the money provided is well spent.
After the award of the 18 million plus US contract to Surendra Engineering Corporation Limited, another Indian company, Fedders Lloyd, had raised stringent objections to the bidding and evaluation processes. The Company had also raised objections to the extension of the bid submission deadline .
One of the main criticisms too, was that Surendra Engineering had no prior experience in the construction of such a facility. Government of Guyana has meanwhile committed to a re-assessment of the award.
