Local Government elections bill tabled
Efforts to stage the long over due local government elections later this year has now gone a step closer with the tabling of a bill in the national assembly on Thursday and referred to a special select committee.
The Local Authorities Elections Amendment Bill 2009 was tabled under a hybrid proportional representation and electoral system that emphasizes accountability to voters.
In his brief presentation of this piece of legislation, Local Government Minister Kellowan Lall said he hopes the bill would not be prolonged.
According to the bill’s explanatory memorandum, it seeks to set the legal framework for the holding of the elections this year under a mixed system of proportional representation and will provide for the involvement and representation of individuals and voluntary groups in addition to political parties.
The new elector system also affirms that there shall be accountability to electors.
